Wrightsville Fire Company fined
Wrightsville Fire Dept. must pay $3K fine
By LIZ EVANS SCOLFORO The York Dispatch

Updated: 12/10/2012 11:13:28 AM EST
The Wrightsville Volunteer Fire Department has agreed to pay a $3,000 fine to the state for failing to keep fundraising records.
An agreement between the nonprofit borough fire department and the state's Bureau of Charitable Organizations, part of the Department of State, was reached earlier in November and approved Nov. 28 by Secretary of the Commonwealth Carol Aichele, according to state records.
As part of the agreement, the fire department admitted it did not keep records on two former fundraising programs, a lunch wagon and a penny auction.
The lunch wagon ran Tuesdays through Fridays from January 2009 to August 2011, but the fire department was unable to determine if it made or lost money because no bookkeeping records were maintained, including receipts, ledgers or sales records, the agreement states.
Money lost: The department incurred more than $45,000 in expenses operating its penny auction, which ran for less than a year, according to the agreement. Again, no bookkeeping records were kept, the agreement states.
State law requires nonprofit agencies, including volunteer fire companies, to keep accurate financial records.
The Bureau of Charitable Organizations investigated the department after receiving a complaint, according to Matthew Keeler, deputy press secretary for the Department of State.
In addition to paying a $3,000 fine, the fire department agreed that if it fails to keep "true and accurate" financial records in the future, it will pay $1,100 a day in fines and penalties until the violations are fixed, the agreement states.
No misappropriation: Red Lion attorney D. Michael Craley represented the
fire department in the matter and said no one intended to violate state law, and there was no misappropriation of money.
"Everything was legitimate -- there were just not appropriate records kept," he said. "The fire company cooperated completely with (the state)."
Craley noted that in volunteer organizations, sometimes there are problems with record-keeping and turnover.
In this case, sometimes records weren't kept, but other records were destroyed, he said.
"A lot of the records were damaged ... or destroyed when (the department) had a flooded basement due to a leaky furnace," Craley said.
Discontinued: The fire department has now stopped doing both the lunch wagon and penny auction fundraisers, according to the attorney.
"(Nonprofits) try new things to raise money so they don't have to get it from the taxpayers," Craley said. "Sometimes when you try something new, it doesn't work."
Craley said the agreement was a reasonable resolution.

Columbia police investigate burglaries
The Columbia Borough Police Department has responded to
numerous residential home burglaries throughout the Borough. The burglaries appear
to be crimes of opportunity, with the perpetrators entering the homes through unlocked
doors and windows. In the majority of these instances, the the burglaries occurred
in the early evening hours when the occupants were home. Typical items taken to
date are women's purses, cash, firearms, loose change, and other small items such
as digital cameras and GPS devices. These are not isolated incidents, nor are they
occurring in any one specific geographical area. Presently there have been burglaries
in the 600 block of Plane St., South 9th St., 900 Block of Plane St., 100 block. of Chestnut
St., the 1st block of North 4th St., and the 100 block of South 6th St.
The suspects are
very brazen in their actions, and are to be considered armed and dangerous. Under
no circumstances should a resident confront these individuals, please retreat to
safety and call the police immediately As previously mentioned, these are crimes of
opportunity. Keep your doors and windows locked when you are home, and when
you are away. Also do not leave valuables laying around in plain view. Put purses
and valuables away that can be observed through windows and doors.
We urge any
members of the public having information regarding these burglaries to contact Det.
Matthew Leddy or Sergeant Adam Miller with the Columbia Borough Police Department
at 717-684-7735.

Imaging Center opens
An 18-month project to renovate a prominent historical downtown Columbia building has culminated with the Nov. 1 opening of the new Imaging Center of Columbia. Located in the former M&T Bank building, 369 Locust St., the property was purchased in May 2011 by Cimarron Investments, LLC, a real-estate investment group owned by Don and Becky Murphy of Columbia. The couple had a vision of bringing business and quality luxury living to the downtown Columbia area through the redevelopment of the building, which was originally built in 1924.
The Imaging Center of Columbia is a division of Lancaster Regional Medical Center and the Heart of Lancaster Regional Medical Center. The 4,000-square-foot facility is the two hospitals’ sixth imaging location. The new convenient Columbia location will offer high-quality X-ray, ultrasound, digital mammography, DEXA bone density, and lab collection services. Since undergoing diagnostic tests can be stressful, the center was designed to make patients feel at ease the moment they enter. With a soothing décor and warm colors, it does not look like a hospital or medical office.
Hours of operation are 7 a.m. to 7 p.m. on Mondays through Thursdays, 7 a.m. to 4 p.m. on Fridays, and 9 a.m. to 1 p.m. on Saturdays. Appointments are not required for general X-ray services, and convenient off-street parking is provided at no charge. Readers are invited to meet the staff at the center’s ribbon-cutting ceremony and open house on Tuesday, Nov. 20, beginning at noon. For additional information or to schedule an appointment, people may call 684-0259.
Locust Point Apartments, located above the Imaging Center, have been transformed into two floors of eight beautiful luxury living spaces. Six of these are three-bedroom units, and two are two-bedroom units. All contain a living room, dining room, full kitchen, laundry room, full bathroom, and plenty of storage space. Amenities include new cherry kitchen cabinets, a front-loading washer and dryer, a built-in microwave, a dishwasher, a glass-top stove, and a large refrigerator. The building’s original hardwood floors have been refinished, as have been the original American chestnut raised-panel interior doors. Bath and laundry rooms have porcelain tile, and all countertops are granite. Along with new tilt-in vinyl windows, each unit is fitted out with high attractive tray ceilings and crown molding throughout. Also included are high-efficiency heat pumps with central air-conditioning.
Renovations are wrapping up, and Cimarron is now showing units and taking reservations, as residents may begin moving in on Saturday, Dec. 1. Free off-street parking is included, and construction is now starting on a new elevator to provide quick, easy access to the second and third floors. With its close proximity to the Susquehanna River, this premier property aims to be an ideal location for residents to rediscover all the ways they can live, work, and play in the downtown. The property is attracting professionals, couples, and senior residents who want to get away from property-ownership expenses.
For rental information on Locust Point, readers may contact Don Murphy at 278-7979. In conjunction with the Imaging Center of Columbia's Open House, Locust Point Apartments will also be open for tours on Nov. 20 from noon to 3 p.m.

National Night Out Tuesday in Columbia
Columbia Borough Police, represented by Ofc. Ed Mann and K-9 Max, welcome members of the community to the borough’s first-ever National Night Out event, scheduled for 6 to 8 p.m. on Tuesday, Aug. 7, at Glatfelter Field.
By Krista Hurley
Each year, countless communities across the United States participate in the National Night Out, dubbed “America’s Night Out Against Crime.”
According to www.nationalnightout.org, “National Night Out is designed to heighten drug and crime prevention awareness, generate support for and participation in local anti-crime programs, strengthen neighborhood spirit and police-community partnerships, and send a message to criminals, letting them know that neighborhoods are organized and fighting back (by reporting crimes to the police).”
For the first time, the Columbia Borough Police are organizing a National Night Out for everyone in the borough of Columbia. Ofc. Ed Mann explained that adults, children, and families are encouraged to attend the event, which is scheduled for 6 to 8 p.m. on Tuesday, Aug. 7, at Glatfelter Field, located along Route 462 near 12th Street. In the case of severe weather, all activities will be canceled.
Handicapped parking will be available at the field, with limited off-street parking nearby. There will also be a free shuttle service provided from 5 to 9 p.m. for people attending National Night Out. The shuttle will make stops at the Turkey Hill Experience, 301 Linden St., and the National Watch and Clock Museum, 514 Poplar St., before returning to Glatfelter Field. Community members may utilize the parking lots at those locations, and the last shuttle returning to these stations will depart Glatfelter Field at 8:45 p.m. St. John’s Herr Estate will provide a handicapped-accessible shuttle.
According to Mann, there is no cost for anything at National Night Out, as the purpose of the event is to strengthen community. “It’s about the community, and it’s from the community and for the community,” he said. In keeping with the theme, there will be two donation bins set up at the gates of Glatfelter Field, allowing community members to donate nonperishable food items, other goods, or finances to the local food bank and the Humane League.
More than 30 groups - Scout troops, St. John’s Herr Estate, a local martial arts studio, Boys and Girls clubs, various service organizations, and more - will have information tables set up. Mann pointed out that each group will also offer demonstrations or hands-on experiences.
Three fire companies will do demonstrations, and they will also have a smoke trailer on hand for youngsters to learn in a fun way how to make their way out of a burning building. An ambulance will be on site for youngsters to explore, and blood pressure testing and first aid will also be available. A mobile dental bus will be set up that evening, as well. There will also be a K-9 unit demonstration, and bike officers will offer information on bicycle safety.
Attendees may also relish the assortment of food that will be available at no cost. Mann said that hot dogs, snack packs, and beverages will be available.
Organizers stressed that the local installment of National Night Out will give community members the opportunity to enjoy themselves while becoming more familiar with area law enforcement and borough officials. “(We want people to gain) the understanding of what the town has to offer,” Mann said, adding that attendees will also be able to learn about Columbia’s crime watch organization and how to get involved.
More information may be obtained by contacting Mann at manne@police.co.lancaster.pa.us or by visiting the Facebook pages for the police department and for Max, the local police canine, at Canine Max 17512.

Mountville man faces charges
HAGERSTOWN, Md. — A Pennsylvania man faces charges
of negligent manslaughter and drunk driving in a
crash near Hagerstown that killed one person and left two others badly hurt.
The Washington County Sheriff’s Office says 26-year-old Stephen Bonafede of Mountville, Lancaster County, was driving a car that crossed the center line and hit another vehicle on Eastern Boulevard near Security Road late Monday night.
Deputies say a male passenger in that vehicle died. They say the driver and a young child were flown from Hagerstown to other facilities for treatment.

Sutton resigns as Tide girls' coach
Shocked but not surprised, but COLUMBIA
TALK learned this afternoon that Gary Sutton has resigned his
position as girls' basketball coach at Columbia High School.
In a 90-minute telephone conversation,
looking back fondly on his years at Columbia, Sutton confirmed his
resignation saying “there were a number of reasons, including
pending knee replacement surgery later this summer.”
And coaching at Columbia is his last
stop on the coaching ladder after 36 years. “I have no plans to
coach anywhere else,” Sutton said.
This was Sutton's second go round at
Columbia. He served as boys' coach for five years, which culminated
in an improbable state title in 1987.
“Columbia has been and always will be
a special place for me,” Sutton said.
He said he spoke to a couple of players
yesterday and today about his decision and will meet with his now
former coaching staff tonight.
“I enjoyed coaching and really
thought a lot about this decision,” Sutton said.
In his three years as girls' coach,
Sutton went 8-55 and the team improved each year.
“Both times I left Columbia, I left
the program in much better shape than when I came here,” he said/.
Whoever gets the position will have at
least four starters and other key reserves returning.

Police charge three after assault investigation
On June 10, 2012 at approximately
0318 hours, Officers from the Columbia Borough Police
Department were dispatched to the 400 block of Locust Street
for an assault. Officers arrived and located a 24 year old
Columbia woman who had serious injuries resulting from the
assault. Police learned through their investigation that Eric
J. Dommel (28) of Lancaster had broken into her apartment
through a window and assaulted her while she was sleeping.
Dommel threatened to "kill" the victim. The victim
was able to escape and run out of the apartment and down Locust
Street with Dommel chasing after her. A bystander protected the
victim and called Police to the scene. The victim was
transported to an area hospital. Eric J. Dommel fled the scene
after stealing the victim's cellular phone. A felony warrant
was obtained for Dommel. An extensive search was conducted with
Officers from the Columbia Borough Police, West Hempfield
Township Police, East Hempfield Township Police to include
their K9 Unit, and Susquehanna Regional Police. Officers
searched several local residences after receiving information
regarding his location. While investigating a tip in the 200
Blk of S. 4th Street a small marihuana growing operation was
uncovered and two people were taken into custody. A 24 year old
Columbia man that was taken into custody will be charged with a
Violation of the Controlled Substance Act for possession and
manufacturing a controlled substance. Michael J. Lindsey, a 30
year old Manheim resident was arrested for an outstanding Bench
Warrant through the Lancaster County Sheriff's Office. Police
continued to track Dommel through the victim's cell phone and
were able to apprehend him in the 300 blk of Linden Street in
Columbia.
He was transported to the Lancaster City Police for central arraignment on charges of Burglary, Terroristic Threats and Simple Assault.
