Monday musings

So, just what exactly are the future plans for the River Park?


What's in Phase II? Phase III? How far along are the plans? Where is the money coming from?

Well today in town, a local businessman, who could benefit from the park’s expansion was running at the mouth, so to speak, about the future park and how is “ramping” up for the future.

This person was spouting off there are plans for an amphitheater, kiosks selling bait, coffee, food, etc.

I had heard this when plans for the park were first revealed, but since Phase I of the project isn’t completely done, how far along is Phase II and III?

The way this person was talking, he’s all but been guaranteed space for his business at the park and it seems the park has become the focus of this town.

But where is the money coming from? Grants? Loans or private financing?

This is something to keep an eye on, especially in light of the cottage owners, who are aware of borough plans to possibly take over the area.

I have written a lot and there have been plenty of comments about three huge issues in our town – borough council, code enforcement and police. Over the last few days, I’ve gotten a chance to speak with a member of the council and some officers.

First council, not all of the seven member governing body likes how meetings are run and what is being spent and other issues. But this council member I spoke with, wants to see changes and understands there has to be changes, but this person is in the minority, when it comes to being able to make those changes.

I’m just throwing this out there, if Columbia Borough has some council members who aren’t doing the job or employees, who aren’t performing up to par, why are they still there.

Also, last week when I posted the picture on road construction being done by the highway department in our town, I asked how many streets have been done this summer. The answer was there is a plan to do a number of streets, but the cost of asphalt is high right now, which might limit the number of streets.

So, not all of council is in agreement about how things are being run, but until others get on the bandwagon, changes might be tough.

As for code enforcement issues, I know the “powers to be” are checking this site for the latest problem areas. All well and good, but unless the four people now working in the code enforcement area get out of the office, drive/walk the community, there will be no changes. With the new employees, let’s wait and see if there is any difference. Until then, keep calling and posting the problem areas until there are results.

The same goes for police. Apparently the drug trade is or has been heating up in our town. Police can’t react to anything if you don’t call them. We were sharing with them a couple of recent stories and they want to know of the problems so they can react to them. The guys on the street want to make this town better and if they are not, it’s not because they aren’t trying, it’s because people aren’t calling or they are being held up by the “higher ups” in the borough.

Finally today, I can remember when each summer when the yellow curbs were painted and the white lines on the streets and cross walks were painted as well. I know this is something minor, but it would go a long way toward cleaning up our town.

The Code Compliance Department administrates all ordinances related to Health, Safety and Public Welfare of the community through the administration of local, state and federal codes. These codes regulate the use and maintenance of public and private real estate & structures.

Specifically, the Department oversees the:
* Handicap Parking Ordinance
* Health & Sanitation Ordinance
* Historic District Ordinance
* Rental Registration/Inspection/Licensing Ordinance
* Property Maintenance Ordinance
* Uniform Construction Code Ordinance
* Portions of the Streets and Sidewalk Ordinance
* Subdivision & Land Development (Planning) Ordinance
* Zoning Ordinance.



In administrating the above ordinances, the department:
* Distributes & processes requests for handicap street parking signs
* Inspects & licenses eating and drinking establishments
* Investigates rubbish & other sanitary issue complaints
* Distributes & processes requests for exterior construction work in the
historic district
* Registers, inspects and licenses rental dwelling buildings
* Investigates property maintenance complaints
* Reviews structural, mechanical, electrical, HVAC & plot plans
* Issues building, curb/sidewalk, and street opening permits
* Distributes & processes applications for subdividing land & land development
* Distributes & processes zoning hearing applications



Department personnel also provide service to the following boards, commissions, and committees:
* Board of Health
* Historic Architectural Review Board
* Keystone Opportunity Zone – Lancaster Economic Revitalization Tax Abatement
Board
* Parks & Recreation Commission
* Planning Commission
* Zoning Board of Adjustment

I am all for stepping up and calling the local police when I see illegal activities right outside my window. But with recent events, it now seems that you are putting your life and the lives of those around you in danger if you take that action. I know that I am now afraid to take my child to a place where I'd always thought she'd be safe. And, I worry for my husband's safety every day. I really don't know the chain of command of how suspected and/or confirmed drug dealers are brought down. But I do believe that the process needs to be speeded up. If not, this town is gauranteed to lose prominent businesses as well as fine citizens and all they are going to be left with is the trash. And the trash around here seems to be growing just as quickly as the weeds.

Okay for the list of duties for CODES, there is no longer a Park and Rec Board or KOZ and they are also giving up inspections of restaurants., etc. and building and residential inspections. So there is time for them to get out and walk the streets!

wouldn't it be awesome to see the code officers walking the downtown beat and talking to residents and trying to educate them about cleaning up after themselves. Everybody SHOULD SWEEP THEIR SIDEWALKS AT LEAST ONCE A WEEK. what's the story with the bank museum? why are the doors boarded up and have been for 10 years??? new time, new rules. you have 30 days to comply! take the boards down-they're sooooo ugly.

Just to let you know Barry but the local "businessman" can run his mouth all he wants. Leo can fill his ear with all of the "this is a done deal" talk he wants and it won't mean squat. Being funded by the DCNR means THEY have to give approval even though borough council obviously feels it can do whatever it wants.

If you would like to know how I know this it's because I e-mail the central Pa grant administrator that handled the river park grant. She confirmed that Columbia did approach them and they asked for the request in writing which Columbia then did. The DCNR is currently reviewing their policies regarding this issue and will respond back to the Borough by the end of the month.

So no matter how high and powerful Norm, Mary and Leo think they are they don't have squat to say about this. So let the "businessman" say whatever makes him sleep at night.

if you attend mtgs, you'd know that the OUT OF TOWN KAYAK rental business WILL MOVE DOWN INTO THE kayak,canoe area. IT'S A DONE DEAL-Mary couldn't hide that, neither could Leo. This is the bullshit, that we can NOT let happen. Anybody from town who lives here and pays the exoritant taxes here may want to rent kayaks, canoes-they (Leo aND mARY) couldn't sing his and hers praises loud enough. I guess he doesn't turn HER in for driving the boat at night WITHOUT LIGHTS!!!!!!!!!!!!
