Probably none. As I see it, the mayor has family members who own cottages along the river, therefore, the cottage owners WILL get what they want. No matter what cost to the taxpayers.
The sale apparently killed a prior agreement between Safe Harbor the cottage owners . I was unaware, until just recently, that the cottage owners formed a non-profit group on or about July 12, 2010, known as the Columbia Heritage River Cottage Association and filed suit against Safe Harbor on July 14, 2010. You can read the entire suit complaint by going to the Lancaster County Prothonotary website, through the Lancaster County Website (www.co.lancaster.pa.us), and using the tool to search civil cases. Enter Columbia Heritage River in the Last Name field on the search page to access the suit. Click the blue links to to access the docket section. Click the “complaint” link in the docket listing. Interesting reading.

Well I think council should not even accept the "gift" at this point. Next thing you know this new association will be trying to sue the boro.
