Woman to sue borough

The borough of Columbia is being sued.
Chris Leonard of Second Street during a 20 minute address to borough council Monday night announced the borough has violated her civil rights and will file a law suit in federal court.
Leonard claimed Monday night that the borough violated her civil rights by not assisting her in claims she made against Borough Manager Norm Meiskey and Code Enforcement Official Jeff Helm, saying they didn't assist her in problems she had with her landlord and others.
"You can defend this in federal court," Leonard said to the council.
The Columboa woman, who has filed numerous requests with the borough under the Right to Know law, lives in an apartment building in the Second Street area and has numerous cats and has also caused numerous problems not only for the borough but other organizations in town over the last year.
Monday night she claimed as far back as last August she addressed borough officials that her landlord violated property maintenance laws by not properly addressing heating problems in her building. In December, she claimed a gas leak in her building was not properly fixed on at least two occasions and even after an inspection by the state Departent of Labor and Industry.
During this time, Leonard said she filed numerous requests under the Right to Know law to see what the borough had done with her multiple requests for information.
"There were two serious gas leaks that may have killed someone," Leonard told the council Monday night.
She also said she filed another RTK request to get copies of inspections the borough ade of the vacant store fronts on Locust Street and also wanted to see under another RTK request the outcomes if disruptive conduct reports filed by the borough.
She also told the borough to go ahead and "threaten her and video tape her" because she will not stop.

This is also the same person driving around with out of state License Plate and expired tags! And hey, isn't there a borough rule that only 2 (or is it 3) pets allowed per home??

She has WAY too much time on her hands. Go out get a real job, instead of looking for your big pay day! The case will prob get dismissed in federal court due to the obnoxious smell of cat pee.

Instead of having the Borough of Columbia inspect for harmful things in her building . Why don't they check the harmful things she is wearing out in public . Your voice want's to be heard not your smell !

How about the Historical Society buildings being infested with black mold they were told would cost $85K to fix, but they spent less than half that and opened the building anyway. If you've been in it and feel sick, do some research on black mold online, then ask to see the results of their environmental safety testing. Oh wait, they won't do any. Never mind.

And as to strange people in town...there's the family that brags it 'destroys' anyone who gets in their way, but Mama Bear and Baby Bear lost their jobs and Sonny Bear's been sued twice (look it up, public record--though it looks like he ducked service on one of them; maybe Mama Bear hid him in the basement of their little cottage in the woods.)

And don't forget their new bff, downtown diva and Missy Glenn wannabe, whose resume includes 3 convictions for theft and one for disorderly conduct; another disorderly conduct, harassment, assault and terroristic threats were withdrawn. Again, public record, look it up for yourself! And don't forget she threatened to haul Mama Bear into court over $200 bucks but now they hugged and made up. Awwww!

Such colorful folks in this town! No wonder it's the laughingstock of the county, "Scumbia!"

After all, bad smells don't have to be literal, some things just stink, like cowards who take anonymous potshots at people.

I don't understand how someone with obvious intelligence...well, at least enough to understand the RTK laws, etc., is wasting their time on things that really don't effect them. Yet, said person doesn't work and probably lives off of our tax money! She should be focusing her energy on earning an income...then, and only then, should her opinion matter!!!!!! Prime example of what's wrong with the world today!!
p.s....so people, where do you think she's getting the money to file all of these lawsuits??

Aw come on, how hard is it to figure out who she is? She stole a co-worker's credit card, and attacked her then husband with, inter alia, a flagpole and a baseball bat and threatened to shoot him and her own mother.

But that's OK, right? The only person who's a bad guy is someone who tried for months to negotiate with a landlord who defrauded her by renting her a smoke free apartment then letting her neighbors fill it with cigarette smoke even though she's a cancer survivor. He could have let her out of her lease and given her back her security deposit so she could move out, but he didn't.

You also don't care if people are being allowed into a building with toxic mold that's being concealed.

One would think that someone so focused on a minor problem and willing to wink at criminals, lousy landlords, and people who endangered the public health must be one of those three classes--convicted criminals, slumlords and people who want to make a couple of bucks exposing kids to a toxic substance--or someone very close to them.

You know you can post anonymously but a smart person can find your IP address and trace you.And then we'll find out who you are and who you're protecting, and maybe what's under your fingernails too. You know the saying, about glass houses and stones. I can prove what I'm saying from public records...can you?

I'm still trying to understand the whole purpose of even looking into the above mentioned person's public record. Why would one do that if this person has no impact on their life? I could see someone looking into this if it was their employer or watched their children but we all know that this person is not employed or have children. So, that leaves the town only to conclude that this person is intentionally trying to cause trouble.
Also, it is legal to smoke outside you know!!!!! Yeah, that's right...everyone know's the building in question is smoke-free inside! A smart person would just close the window. So, what's the next lawsuit gonna be...against the government for letting smoking still be legal when there are cancer surviors walking around outside?!
Give me a break! She's doing all of this for attention because she has nothing better to do with her time! She is a miserable human being!
You are right....I haven't looked into any public records. I have no need to interfere and upset anyone's personal life. I would sure like to know your reason though. I have yet to hear a good one. So...threat all you want. I really don't care.
And by the way...if you hate the town so much...why are you here? I happen to love my town and take offense to terms such as "Scumbia." In case you haven't noticed...it's people such as yourself, transient section eight renters, that that term refers to!

I certainly hope Melissa Glenn's husband and children do not hear about her being mentioned in this exchange. You should be ashamed of yourself. What have you done positive for this town? Are we better off right now with the efforts of people who are only focusing on moving Columbia forward? Indeed we are. I am not concerned whit what someone has done in their past if they have made things right. We all make mistakes in life and are judged in the end by a higher power. You however have contributed nothing but negativity and heartache to Columbia, and you will be judged appropriately as well. Columbia supports Columbia, you are not Columbia, therefore we do not support you.

I have a criminal record from several years ago. I am not proud of it, I made some mistakes. Some people know about my past, they are my spouse, my parents, my siblings, and a few close friends I trusted to share the info with, overall it makes me who I am. When I applied for my job several years ago my record did come up, I explained myself and the company was kind enough to give me a chance, I am proud to say I am about to retire from the very same job. I am sharing this because if anyone tried to destroy my personnel and professional life the way the person above is obviously trying to do to someone I would have been devastated. I feel hurt and insulted for this singled out resident whoever they are. My heart tells me that if the person is trying to move on with their life and choosing to give to the community, what is so bad about that? I know Mrs. Glenn did a great job making Columbia a better place, if the mentioned person is trying to keep things moving I would be proud to have them working hard in the community, much as I have for all these years. You guys aren't bitter and malicious and vindictive to post trash talk about me (I'm not a section 8 tenant, etc.) but I'm not supposed to say a bad word about anybody in Columbia because I'm not from here. THANK GOD FOR THAT!

If you can't take it, don't dish it out. If it's not bad to diss someone you don't know about stuff you do know, but bad to speak the truth out of public records--well, only in this town is such a screwed up view labeled 'reality.'

This person is doing nothing more than trying to get people to do something that will get them in trouble. I think it would be best to ignore her, her petty comments on this blog or anything about her. If you want to voice your frustration or anger please consider speaking with a public official or the police department. Why continue to waste our energy on a useless cause?

My children are being taught about bullying in school and how damaging it is. This is an adult doing this? Unbelievable! Someone needs to step forward and press some charges or at least get people together to make this right.

Wow! Thank D. I would say that pretty much covers it. Can we press charges or "SUE" for bullying? I like the idea of collecting money is actually good, and I do think a call to an animal welfare agency would be a good idea at least to check it out. I have heard there are 12 or more cats in the apartment this person lives in and the cats are not fixed and keeping having kittens. In breeding, not good.

I don't understand this. It appears that this woman wants her wishes and needs acknowledged but at the same time she insults people and tries to ruin their reputation by exposing personal information I certainly don't feel I should be learning about. Something is just very wrong here and one sided.

here is more inspiration, Chris Leonard AKA Helen Clark who did time in a mental instituion. She claims the landlord is a slum lord but she is a slum tenant. Her apt. wreaks of cat urine even the outside of the building, the tenant below her has to stay away from her own apt because the smell is that bad. There is a rumor of a dozen or more cats in her apt. Can't the humane leauge do something about that. Several tenants wrote to boro council before about the odor from her place but nothing was done.

Is it known what her mental condition is? This might explain her behavior, perhaps she might need to be evaluated. Suffering from a physical illness is one thing and generally accepted by others, when it is a mental illness it can be hard to recognize and disruptive to her life and anyone else she connects with.

She left two cats in a dresser drawer since last wednesday, she needs to be reported to the humane leauge. she also left behind two dumpsters full of trash in the apt. most of it boxes filled with cat shit, and that is the way she lived while the rest of us had to put up with the smell. Glad she is out and good riddance. She will be kicked out the next place she goes as well.

I have to ask the condition of the cats left behind. If you have these details why haven't you reported her already and the cats picked up? Why are you saying somebody needs to do it when you have first hand knowledge or so it seems. Perhaps "you" are actually "her" trying to get the good folks of Columbia to say just the wrong, or in your case the right thing to start yet another legal battle about somebody slandering you or a little bit of liable in your favor. If I am off the mark I apologize. Again I would appreciate knowing where are the cats that were supposedly left behind now, and are they being cared for?

the cats were reported to the humane leauge as she was , they said they couldn't prosecute her, the conditions were they were not fed or had water for days. We could not get in the apt. I believe the landlord took them to the humane leauge. Orca was also called. Perhaps you are her trying to find out what happened to the cats. If so would love to slander you.

Thank goodness I am not her, but I understand your concern. I am just so blown away at the mess that woman created and left behind in our town. It is really sad the amount of stress she caused so many folks in town, and these are good people trying to make a difference. It is also sad the sense of not being able to trust people and how others are hesitant to work together as well since she blew through our town. Thanks for the details on the cats, I am a pet lover and that situation just made me angry and defensive. Thank you again.

She apparently has tried to move into an apartment/house that is Section 8 with a friend, who already illegally had a friend staying there. Friend ake the mistake of telling someone in the borough. Yes, there are still a number of cats. Either Avenue J or K

I thought I saw her blue pickup truck the other day. I find it interesting that she wants to point out everyone's mistakes and wrong doings and then can't follow the rules herself. I'm aware that she has been sending hate mail to one of the businesses in town because the owners refused to support her in her lawsuits against her landlord and the Historical Museum. She basically blackmailed these people and threatened to sue them for discrimination when they asked her not to come in the business anymore. If I had a business I would try to be nice to someone as best I could since it is a business with an open door and all but anyone should have the right to throw somebody out if they threaten them or disrupt business especially by nagging and trying to pull information out to hurt somebody. I believe it was also the cat urine smell on her that was a problem too. These folks are just waiting for things to pass rather than challenging her and possibly making things worse. Needless to say we need businesses in this town as well as good people, we don't need anymore of her BS.
