Council says no to THE request

It’s not often the word “no” is said at a borough council meeting in Columbia.


At a special meeting Tuesday night, borough council did just that, they said no.

The “no” came after a request from Bill Roberts of Museum Partners, the developer of the Turkey Hill Experience, who was asking the borough to loan his group $150,000 so it can continue plans to make the project a “green” project with the installation of a solar energy system.

Actually, there was no vote on the request. After a presentation from Roberts, discussion among council members and citizens, the request could not get a motion or second from the council, thus denying the request.

“We’ve done all we can to support this project. Even making a loan would over extend us. We regret we can’t approve your request,” said Mary Wickenheiser, council president as the end of the discussion.

The two big reasons for the denial were the borough’s finances and a minor fact, the borough was just hearing the request fro Roberts for the first time.

Roberts told the council he’s been involved with the project for four years and the money would be used to install solar panels on the building to make it “electric efficient.”

He said the planning for the solar panels started too late and the window of opportunity to get a grant from the state closed. He was looking to get the $150,000 through a state grant and a similar amount in a federal tax credit.

“I understand it will be a difficult decision. This will be world class building and if you can help, it would be much appreciated,” Roberts said.

Roberts said the borough could release the funds through the Columbia Economic Development Corporation, who brokered the deal, and it would be paid back.

“If we do not do this, where does that leave the solar project?” asked Mary Barninger, council woman.

Roberts said the solar project would be down scaled and wouldn’t produce much electric.

Mayor Leo Lutz said there might be other options to consider and hoped the borough would help Museum Partners investigate those options.

Roberts said he had exhausted all funding sources for the solar project and the time frame to have the building completed by Feb. 1, 2011 left him “pressed for time.”

Resident Frank Doutrich, a former member of the council, spoke about the money.

“Where are we going to get the money?” Doutrich asked.

“The borough has done more than its fair share. We’ve done enough,” said Vern Detz, another former council member.

Another resident Austin Hogentogler said he doesn’t like paying for someone else’s property.

“I am tired of paying high taxes for someone else’s property,” Hogentogler said.

Wickenheiser said don’t blame the borough for the high taxes.

“School taxes are three times higher than municipal taxes. I think we are doing a good job managing finances in this town,” the council president said.

“It’s the school district that is killing this town,” said Mike Beury, councilmen said.

Keith Lutz is president of CEDC.

He explained the financing for the project and offered to sit down with anyone to discuss it.

He explained the request from Roberts came in the last 10 days and offered to see how his group could help.

“We’re all ready for this building to be built and this was the fastest way to get this done. In three years, there won’t be a single person who will say this is a bad project,” Lutz said.

Lutz even suggested the borough give THE $150,000 as a loan.

“Were do we come up with $150,000. That’s big for me,” Wickenheiser said.

Borough Manager Norm Meiskey suggested taking the money out of the borough’s reserve fund.

“We have supported this project 210 percent, but this would hurt the borough financially,” said Sandy Duncan, council woman.

“If you want to see Columbia Borough move forward, you will have to invest in your community. This is a big project and a lot of things can happen because of it,” said Mayor Lutz, just before Wickenheiser asked for a motion.

Your wrong on your reporting about Council saying NO! Council did not even have the backbone to even vote on it. They should have voted this down and shown some leadership in this community.

The solar panels are a good idea and would save THE money on their electricity BUT I am thrilled that the Boro said no to their request. The Boro has already done more than enough to advance the project. THE saving money on their utilities does nothing to help the Boro, so the Boro shouldn't be on the hook for their solar panels. THE saving money on their utilities does make THE a more profitable venture for Kroeger. So Kroeger should be the ones putting in the 150K to pay for the solar panels. I'm pretty sure Kroeger--a very profitable business--can come up with 150K on their own. Ultimately, THE is a business venture, not a public works project, and needs to be treated as such. Kroeger has the most to gain if THE succeeds, so Kroeger should be bankrolling things on their own.

Acutally, it is leadership by not even bringing it to a vote. The fact that no one would offer a motion to endorse the project speaks volumes.

why does the Mayor have his nose in EVERYTHING going on in the Boro? Isn't he ONLY supposed to OVERSEE the Police Dept ??????

While a RESPONSIBILITY of a mayor is to eoversee the police department, Mayors have a variety of powers, most notably, to serve as the figurehead and champion of their community. That alone kind of puts the mayor into anything and everything. Does that really bother you? Jealous?

Mrs. Wickenheiser or Mrs. President and Mr. Beury. The heat is on you guys for your lack of quality leadership, so, right away, let's look to blame someone else like the school board. Teally, really smart. When was the last time we've seen you or anyone else from the council at a school board meeting -- oh that's right, when you have joint meetings. If you really eant to step up to the plate do something, have a backbone. If there's a problem with the boro manager (there's the door); Mrs. Pelosi is your don't trust council its your fault, you are the leader,change things. Mr. Mayor, if you are in charge of the police department, take charge. If the boys are suppose to be on the major crash team, weighing trucks, etc., do something. Just don't say it.

The mayor is a LYING SACK OF CRAP!!!! He would like to have this town called LUTZ town,just remember who was running the show when all this debt runs down hill to your pockets folks. He runs this council and this boro. Just remember he and council are taking us to the brink of disaster.Dont worry mayor you leave one hell of a legacy.

the boro manager and the mayor are NOT supposed to be doing what they're doing. boro council are elected officials-what a shame not one of them has a set -- ------ to make a change, to stand up for what the taxpayers who voted them into office want, to say NO NO NO. you get my drift

hellooooo - it's a good thing the Boro didn't put anymore money into this project-while the project is a good thing-the Boro has LOST a ton of money on it already! we can NOT afford it

as it is now, the working taxpayers of this town are carrying the enormous amount of welfare recipients. my back is breaking. let's rewrite some ordinance to protect ourselves from all the non working rif raf

exactly-that's one of the biggest problems here-too many people renters on welfare, too many kids flood our school system and who has to foot the bill? us taxpayers-CHS is renovating to a tune of WHAT- $13 MILLION or MORE-I forget the last amounts. THE RENTERS IN THIS BORO SHOULD HAVE TO PAY TAXES - MAYBE THAT WOULD CUT DOWN ON THE TREMENDOUS AMT OF RENTERS and the extreme amounts of taxes we homeowners pay. Renters could have a head tax to pay and it should be more than $15 each-more like $ 100 each (or more) and school taxes to a tune of
$ 500 per year or more. think about the revenue that would create!!!!

wow-that's quite an idea! wouldn't it be awesome if it could somehow be worked out? it's overdue. that would be one way to rid the town of rif raf-they won't want to pay. if something like this were to happen-they the renters-would have to pay the taxes up front-

i live in a semi-detached home in this boro and my taxes that i pay are $ 4,000 yes, that's right $ 4,000 THIS YEAR ONLY i can't afford to go on a vacation because of the taxes
