Is this laziness or too convenient?

Was minding my own business when I was downtown Saturday morning when I noticed this Locust Street trash can filled up with someone's personal trash. Probably wouldn't have noticed it, if the trash was down in the bottom of the can.
This is a continuing problem for Columbia and not only downtown. One, people don't have trash haulers and use the downtown cans as their own trash removal system. Two, most of the problem are in rental areas where there are dumpsters, but those renters don't use them because they are in the rear of their rental unit. I also know of some businesses, who have dumpsters, who lock the because of people using them to dump their trash.
I know when found, the Code Enforcement Office has gone through the trash seeking names and addresses.

Happens a lot at River Park, too. Some people just take advantage.

as much as Columbia charges for water and sewer - they should give FREE trash service !!

RESIDENTS/PROPERTY OWNERS HAVE TO PROVIDE TRASH. COLUMBIA BOROUGH DOES NOT PROVIDE THE SERVICE.

A trash service isn't that much a month. There is no excuse to abuse the privilege of having trashcans in the town center just because someone doesn't want to pay to have the trash THEY made removed.

This just isn't a downtown issue. It is all over. You see gutters loaded with trash. Side alley's packed with garbage. Look at all the weeds growing on sidewalks. Porches used as storage areas. Trash cans being put out two days before pickup. Please don't tell me I'm being negative. We have a code enforcement department. If it requires working overtime then so be it. The fines should cover the cost. Our Police department have the right to enforce some ordinances. Pay them overtime to cite individuals. There should be code sweeps unannounced every so often. People bitch about the street sweeper. There are some to lazy to get out of bed to move their cars even though it gets done once a month if that. If this town wants to improve on appearance it should start by cleaning up properties and it streets.

Where has "code enforcement" been
the last twenty years.Just take a
look (or smell) at the properties
between the Foresters & Moose clubs!
These disgusting flophouses should
have been condemned years ago.It
seems to me that code enforcement
only applies to the tax paying
citizens, while out of town land-
lords never seem to be accountable.

amen. i agree. ESPECIALLY if the taxpaying homeowner keeps a "nice" place - with our taxes being so exorbitant...lots of families can NOT and SHOULD NOT be told to scrap and paint...what the hell ??? with 2 paychecks a week, i'm having a hard time trying to KEEP my home.
200 block of Locust St is a SLUM and HAS BEEN for YEARS...

back in th eday, homeowners cared about how things looked. they swept their sidewalks daily, and if trash and litter were on the storm sewer grate down at the corner they cleaned it and removed the trash. that's the problem. TOO MANY RENTERS IN THIS BORO WHO DON'T CARE AND DON'T TAKE CARE OF NOTHING. THIS BORO MGMT MUST FIND A WAY TO GET RID OF AT LEAST 50 % OF THESE RENTAL PROPERTIES. MAKE AN INCENTIVE TO SELL AND TURN BACK INTO SINGLE DWELLINGS. GET SERIOUS ABOUT CLEANING UP THIS TOWN.

i agree. something MUST be done. and that would be a great start. find a way to rid this boro of hundreds of rental properties. and the slum conditions.

we already know how to improve the town but no one does it.

By spending you money at in town businesses they grow and other business come. With them comes more people who pay more for homes and when prices increase landlords can not compete.

Sad but people will not spend their money at town businesses
